This major is designed to provide a balance of theory, research, and practice. The course sequence provides professional skills courses in conjunction with applied theory and critical evaluative courses. Students develop an understanding of the role and effect of advertising and public relations within the business, social, and political arenas. Students develop abilities and skills that prepare them for a wide range of professional opportunities that include media planning and relations, research, client services. Analytical abilities are equally stressed throughout the curriculum. Critical thinking skills, creative problem-solving, and the need to justify decisions are developed. Theory and practice from a wide range of disciplines including business, behavioral sciences, and applied statistics are used to equip the students to make informed decisions in a dynamic environment. The public relations curriculum prepares students for the challenges of public relations practice in a highly competitive, technological, multicultural, and global environment. In their course of study, students study the role and function of public relations in building cooperative mutually beneficial relations between organizations and their constituent publics through understanding, credibility, and trust.

Penn State does not have a minimum GPA or standardized test score used for admission: it consider a combination of students GPA and standardized test scores, as well as a few other factors. The high school grade-point average (GPA) accounts for approximately two-thirds of the decision. The remaining one-third is based on other factors, which may include standardized test scores, class rank, personal statement and activities list. Secondary records are required for both first-year and transfer applicants. Transcripts of course work and grades are required for four years of secondary school study. If students attend a post-secondary institution outside the United States, it requires official transcripts which include all subjects studied each year and the grade/mark earned in each subject. If students attend a post-secondary institution in the United States, official transcripts should be sent directly from the institution to Penn State. The SAT or ACT is required if students native language is English, or if they are a U.S. citizen or permanent resident. It is optional if their native language is not English and not required if they have completed a year of post-secondary course work. International Students whose native language is not English must submit proof of English language proficiency: A minimum TOEFL score of 80 on the Internet-based TOEFL, 213 on the computer-based exam, or 550 on the paper exam (score reports must be official and cannot be more than two years old); A minimum IELTS score of 6.5 on the academic test; SAT score of 530 or higher on the critical reading or writing section; IGCSE score of A, B, or C on the English language exam, or; IB score of 5 or higher on the English language exam. Applicants who have been in a U.S. college or university and have completed two years of full-time academic course work and have a grade of C (2.0) or higher in a Standard English composition course will also meet the language proficiency requirement.
