This program provides students with a rich liberal arts education through one of the outstanding policy-related majors in the College of Behavioral and Social Sciences (BSOS). Students can then jump-start their policy careers by earning a master's degree in Public Policy from the Maryland School of Public Policy (MSPP). MSPP is the top-ranked policy program in the Washington region and ranked in the top-ten nationally in such fields as environmental policy, social policy, and budgeting and finance. The school is also home to a nationally recognized program in international security and economic policy and a new specialization in international development.

Applicants must demonstrate that they have the academic preparation and ability to handle the highly demanding and diverse curriculum. Typical students should have an undergraduate GPA in the range of 3.3 to 4.0, and combined quantitative and qualitative GRE scores of 1200 to 1500. Applicants must show through either their quantitative GRE score or their performance in previous coursework that they possess the ability to handle the quantitative elements of the curriculum. (A free Math Refresher course is offered for students whose quantitative skills may be rusty). The school welcomes students from nearly every undergraduate major and from across the nation and around the world. Unlike applicants to the MPM program who must possess at least five years of professional policy/management related experience, applicants to the MPP program need not have any prior professional experience, though such experience enhances their application. International applicants should demonstrate a proficiency in the English language by taking the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS).

The University of Maryland provides good residential facilities to its students. There are about 8,245 beds in 36 residence halls and a 625-bed Leonardtown apartment community in the University. Most students live in double rooms and have one roommate. About 12 per cent of all beds are in triple or quad rooms, where students have two or three roommates. Single rooms (no roommate) are assigned solely to returning residence hall students through a seniority system. There is no access to single rooms for new-to-housing students, including for reasons of a medical condition or disability. New-to-housing students may request assignments in traditional "dormitory-style" residence halls (most without air conditioning) or in furnished, carpeted and air-conditioned apartments or suites. Housing demand from graduate students usually exceeds the supply of available beds, so students are requested to ask for housing early, preferably immediately upon receiving formal notice of their admission. All requests are initially placed on a waiting list. If space becomes available, graduate students are moved off the waiting list and assigned a room and roommate. Priority for residence hall housing is given to full-time undergraduate students. The Department of Dining Services offers plans to suit every appetite and every schedule. Classic plans accommodate those living in on-campus residence halls, optional plans cater to students living in nearby apartments and houses, and add-on plans meet the needs of students with large appetites or a desire for even greater convenience and flexibility. Only students who live in traditional and suite-style residence halls where no cooking is permitted are required to have dining plans.
