This department was created in 1984 through the merger of the Department of Mass Communication and the Speech program, formerly part of the Department of Speech and Drama. The history and evolution of the program of study in Communication at UTEP, however, goes back to the late 1940s when the Department of Radio-Television and Journalism was first established. Today's program reflects a set of contemporary perspectives of the many innovations, both conceptually and technologically, which continue to define the field of Communication.

Students who wish to stay on-campus reside at a housing complex known as Miner Village. However, student must register online and create an account to apply for housing. Students are requested do this early as housing fills quickly. Miner Village's 12 apartment-style residence halls, with 218 apartments and a capacity for 436 students, offers several floor plans, from cozy efficiencies to two- and four-bedroom units. There's also Summit Hall, the Miner Village Community Building, which houses study rooms, a recreation area, private mailboxes and administrative offices. The residence halls in Miner Village are all co-educational. Miner Village provides continuous stay for three, nine, and twelve months.
