The Department of Accounting, Finance, and Economics shares Williams Hall with the Department of Management and Marketing. The first floor of the two-story facility provides a large lecture hall, five classrooms, two seminar rooms, a computer lab, a study room, and a student lounge. The Office of the Dean is also located on the first floor. Faculty offices and lounge are located on the second floor. Computer labs contain modern personal computers (P3 or P4) using the latest version of the Windows operating systems and Microsoft Office Suite. Instructors use technology for instructional purposes and to teach by example. LCD projectors permit the display from PCs, VCRs, or DVDs. The Blackboard class management system provides a platform for distance learning classes and web-enhanced lecture classes

Elizabeth City State University offers residential living to students that are admitted and enrolled at the University. The offers residential living areas of comprised of five traditional residence halls, two apartments style areas and one suite style residence halls. The University reserves right to approve campus housing assignments, to transfer students from one residence hall to another, or to require that any student that it considers an undesirable tenant vacate a residence hall. All housing policies and regulations established with regard to standards health, safety and general welfare of students in residence halls are executed through the office of the director of residence life. Students are responsible for providing their own bed linens, rugs, curtains and other items according to their personal taste. Each student is expected observe residence hall regulations and to take care of furnishings in the room.
