This program is to improve policies and practices that affect the welfare of children. Thus, students are trained to conduct research that has implications for policy and practice as well as theoretical significance. Students learn about children's cognitive and social development in real contexts, such as the home, school, day care programs, and the playground. The faculty represent a wide range of interests and expertise, which fall under four broad themes: Children at Risk, Schooling, Learning Technology and Media, and Social Policy.

Applicants must hold a bachelors or masters degree. A minimum cumulative grade point average of 3.0 for all undergraduate academic work, and a minimum grade-point average of 3.0 for all graduate academic work is required. Graduate Record Examination (GRE) minimal Verbal and Quantitative scores of 500 each, although on rare occasions compensating factors may be considered.
