This five-year program makes it possible for qualified students to earn a baccalaureate degree from the Newark College of Arts and Sciences or University College-Newark and a master`s degree from the Graduate School-Newark. The program is designed for the highly motivated student who has decided at an early stage in his or her studies to pursue a career in public administration.

A master degree is required for Ph.D. A bachelor degree is required for Masters for admission. TOEFL scores 540 Paper-Based Test (PBT), 207 Computer-Based Test (CBT), 76 Internet-Based Test (IBT) or IELTS (International English Language Testing System) Overall Band score of 6.5 or higher (if applicable). Acceptable scores for all colleges except the College of Nursing are 550+ on the paper and pencil test, 213+ on the computer test, or 79+ on the Internet-based test. For College of Nursing applicants, the acceptable scores are 600+ on the paper and pencil test, 250+ on the computer test, or 100+ on the Internet-based test. Only Official GRE (or MAT) scores sent or verified by ETS will be accepted.
