This program provides information in the field of Acquisition and Contract Management. This requires knowledge of business management principles and mastery of the underlying function of an organization, such as financial management, marketing, accounting, operations management, and information systems management , legal, regulatory and management requirements unique to the acquisition, contracting and program management fields. These requirements, interrelated with standard business practices, and the need for public visibility into the overall process, have resulted in a process different from and more complex than commercial business operations.

Applicants must have a minimum of one year of working experience in the business management, acquisition, contracts, procurement or program management fields to qualify for a master's certificate. A minimum score of 500 on the Test of English as a Foreign Language (TOEFL) may be required for admission.
