This program is designed for students interested in a particular issue area (such as immigration, poverty, environment, housing, urban redevelopment, civil or minority rights, health care, or education), or else those with an interest in the general policy process (such as interest groups, social movements, legislative process, or implementation by various agencies). This emphasis helps students gain skills as policy analysts, expertise in a particular issue area, and familiarity with theories about power and politics in the policy process. It is also designed to give students first-hand experience in their field of interest through an internship. Many students use their internship experience and thesis research as a springboard for a career after their MA is complete.

The modules include POL S 515 Research Design and Analysis in Political Science (3) and POL S 516 Statistics for Political Scientists (3), or its Equivalent; POL S 601 Seminar in the Scope and Method of Political Science (3); POL S 603 Seminar in Theory and Method of Public Policy Analysis (3); POL S 796 Internship in Public Policy (3); Two graduate seminars chosen from among the following: POL S 620 Seminar in American National Government (3); POL S 625 Seminar in Political Behavior (3); POL S 630 Seminar in Politics (3); POL S 635 Seminar in Politics of Public Policy (3); POL S 651 Seminar in Migration and Border Politics (3); POL S 655 Seminar in General Comparative Political Systems (3); POL S 676 Seminar in International Political Economy (3); POL S 696 Seminar in Selected Topics in Political Science (3), with permission of the graduate adviser; Plan A: Political Science 799A or Plan B: Comprehensive written and oral examination.

Students should hold an acceptable baccalaureate degree earned at an institution accredited by a regional accrediting association, or have completed equivalent academic preparation as determined by the graduate dean. They should have attained a grade point average of at least 2.85 in an acceptable earned baccalaureate degree, or at least 2.85 in the last 60 semester (90 quarter) units attempted, or hold an acceptable post-baccalaureate degree earned at an institution accredited by a regional accrediting association. They should also have been in good standing at the last institution attended. In addition to this, international students should have obtained a minimum TOEFL score of 550 or higher (using the paper version) or 213 or higher (using the computer version) or 80 or higher (using the internet version). Students must also obtain a score of 6.5 or better on the International English Language Testing System (IELTS).
