This program is designed for people from diverse professional backgrounds. Students come from various industries including manufacturing, financial services, information technology, health care, hospitality, and pharmaceuticals. Individuals joining the program have varied backgrounds in fields such as engineering, marketing, finance, logistics, sales, IT, sciences, journalism, law, medicine, and more. The goal of the online MBA is to give students the decision-making tools to communicate, solve problems, and develop strategies across all functional areas of business. The online MBA curriculum focuses on the integral knowledge required to develop managers with the fundamental skills needed to be successful in high-performance organizations.

The following courses are required for the MPS in CEDEV: CEDEV 430 Principles of Economic Development Planning; CEDEV 452 Rural Organization; CEDEV 500 Principles of Community and Economic Development and Leadership; CEDEV 505 Leadership Development; CEDEV 509 Population, Land Use and Municipal Finance; CEDEV 575 Methods and Techniques for Community and Economic Development; STAT 500 Applied Statistics or comparable statistics course. Electives (3-6 credits): CEDEV 576 Applications and Practices for Community and Economic Development (Summer Institute). *Other electives may be selected to fit student interests, with approval of the program.

All applicants must have received from a regionally accredited institution a baccalaureate degree earned under residence and credit conditions substantially equivalent to those required by Penn State. International applicants must hold the equivalent of an American four-year baccalaureate degree. The language of instruction at Penn State is English. All international applicants must take and submit scores for the TOEFL (Test of English as a Foreign Language) or the IELTS (International English Language Testing System), with the exceptions noted below. The minimum acceptable score for the TOEFL is 550 for the paper-based test, 213 for the computer-based test, or a total score of 80 with a 19 on the speaking section for the Internet-based test (iBT). Applicants with iBT speaking scores between 15 and 18 may be considered for provisional admission, which requires an institutional test of English proficiency upon first enrollment and, if necessary, remedial course work. The minimum composite score for the IELTS is 6.5. Graduate programs may have more stringent requirements. International applicants are exempt from the TOEFL/IELTS requirement who have received a baccalaureate or a master's degree from a college/university/institution in any of the following: Australia, Belize, British Caribbean and British West Indies, Canada (except Quebec), England, Guyana, Republic of Ireland, Liberia, New Zealand, Northern Ireland, Scotland, the United States, and Wales.
